Job Summary This position is located in Department of General Services (DGS), Office of Communication and Government Affairs. The mission of DGS is to manage the capital improvement and construction program for District government, managing space in buildings and adjacent areas operated and leased by the District government; provide building services for facilities owned and occupied by the District government, including engineer services, custodial services, security services, energy conservation, utilities management, maintenance, inspection and planning and repairs and non-structural improvements; and, dispose of District real and personal property through sales, leases or other authorized methods.
The Public Information Officer is responsible for increasing communications between DGS and its internal and external stakeholders in support of the Department’s mission. Serves as public information and government affairs advisor in providing guidance during the development of policies, programs and decisions in order to ensure that effective communication strategies are incorporated into department’s operation across all functional areas; arranges for media coverage of agency activities; arranges for interviews with the Director and/or other appropriate agency staff. Prepares articles for publication and other informational materials about the programs and accomplishments of DGS to be used in employee newsletters, the DGS website and external publications that showcase the work of the agency and can be used to promote programs and services to the media, as well as to other external stakeholders.
Other Significant Factors: 1) This is a Non-Union Management Supervisory Service (MSS) position: At-will employment applies to the MSS. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause. 2) This position is designated as Emergency. An Emergency employee will be required to either report to work, stay at work or telecommute during a declared emergency or during a period of non-emergency where your duties have been deemed as critical District government functions/operations.
Qualifications
Expert knowledge of the mission, organizational structure, functions and operational policies and procedure of DGS customer service program, as well as, the Mayor’s established and accepted citywide customer standards and practices required to effectively, accurately and expeditiously meet agency objectives.
Expert communication and mass media, public relations, advertising, community relations and government relations.
Ability to effectively develop, organize and present ideas and concepts to diverse groups, including government officials, journalist, analysts and District resident.
Demonstrated ability to create and execute project plans and ensure the completion of project with deadline and budget requirements.
Ability to develop and facilitate Media and Government Relations trainings.
Licensures, Certifications and other requirements None
Education Master Degree in Communication/Public Relations and/or Business Administration is preferred.
Work Experience The successful candidate will have seven (7) or more years of experience in communications, media and government relations.
Work Environment The work is performed in an office setting and sometimes in various neighborhoods, schools, offices and other locations around the District of Columbia
